What is Battery Saver?

Battery Saver extends remaining charge by restricting background activity, delaying app syncs, and on many phones dimming the screen and switching on dark theme.

It's under Settings → Battery, with an automatic trigger percentage. Extreme Battery Saver (Pixel) or Ultra Power Saving (Samsung) goes further, pausing all but a handful of chosen apps.
