Bitrate is how much data per second a stream uses — the true driver of picture quality. Two "4K" streams can look very different if one is compressed to half the bitrate.

Streaming apps adjust bitrate to your bandwidth in real time, which is why quality visibly drops when the network is busy. Wired connections and "High" data-usage settings in the app keep bitrate at maximum.
