What is Clipboard History?

Clipboard history keeps the last ~25 things you copied — text, images, HTML — retrievable with Win+V instead of just the most recent copy. You can pin frequent items permanently.

Enable it under Settings → System → Clipboard, which also offers syncing your clipboard across devices signed into the same Microsoft account.
